APPLICATION FOR AN ATMOSPHERIC EMISSION LICENCE (AEL) IN TERMS OF THE NATIONAL ENVIRONMENTAL MANAGEMENT: AIR QUALITY ACT (39 OF 2004) AS AMENDED Notice is hereby given in terms Section 38, 3 (a) and (b) of the National Environmental Management: Air Quality Act (NEMAQA, Act 39 of 2004) as amended, that an application for an Atmospheric Emission Licence was made by EcoPackaging (Pty) Ltd (Eco - Packaging) to the Air Quality officer of City of Ekurhuleni. EIMS Reference Number: 1119 Nature of Activity: The proposed plant will be an Advanced Recycling and Energy Conversion (AREC) plant. The primary purpose of the plant will be to convert E-waste (discarded electronic component boards) and discarded X-ray prints to ash through pyrolysis and then to metals via a chemical refinery and excess gas to an induction furnace for melting. The pyrolysis will also produce synthesis gas (syngas), the generated syngas will be then used to run and sustain the running of the pyrolysis oven (parasitic use) as well as the crucible melting furnaces. The following listed activities (categories and sub-categories) as published in terms of Section 21 of the NEMAQA, 2004 (Act No. 39 of 2004) have been applied for: * Listed Activity 3, Sub Category 3.1: Combusion Installations not used primarily for steam rising or electricity generation * Listed Activity 3, Sub Category 3.4: Production of char, charcoal and the production and use of carbon black. * Listed Activity 3, Sub Category 3.6: The production and clean up of a gaseous stream derived from coal gasification and includes gasification, separation and clean-up of raw gas stream through a process that involves sulphur removal and Rectisol as well as the stripping of a liquid tar stream derived from the gasification process. * Listed Activity 4, Sub Category 4.21: The recovery of metal from any form of scrap material by the application of heat. * Listed Activity 7, Sub Category 7.2: The production, bulk handling and or use in manufacturing of hydrofluoric, hydrochloric, nitric and sulphuric acid (including oleum) in concentration exceeding 10%. Processes in which oxides of sulphur are emitted through the production of acid sulphites of alkalis or alkaline earths or through the production of liquid sulphur or sulphurous acid. Secondary production of hydrochloric acid through regeneration. * Listed Activity 8, Sub Category 8.1: Facilities where general and hazardous waste are treated by the application of heat Location: The proposed project is located on Property 535 at the corner of Murray and Wadeville Road in Wadeville, Germiston.
